Statement: | Reclassifications of existing classified positions are completed upon the written request of the appointing authority, supervisor, or the position incumbent. Please note: An employee has the right to submit a HR-19 for reclassification without the written approval of the supervisor. |
Section 1: Procedure
- In order to change the classification of a classified position, the following is required:
- The employee and/or supervisor must complete a HR-19 form. If the position is vacant, the supervisor completes the form. The employee and supervisor should review and sign off on the HR-19. The form then is forwarded to the WNC Human Resources Office for review.
- The HR Office reviews and informs the supervisor if any changes are recommended.
- HR routes the HR-19 to the president to review, and, if approved, sign as the appointing authority.
- HR routes the HR-19 to the Budget Office to review and, if approved, sign as the budget representative.
- HR then forwards the approved HR-19 to BCN Human Resources for review and comparison to other positions within the system and state and within the class specifications. If needed, arrangements are made for a desk audit either in-person or by telephone. The audit can consist of an interview with the incumbent, supervisor, and others to gather the necessary information. Once all the information is reviewed, a classification decision will be made. This process can sometimes be lengthy and time consuming.
- BCN Human Resources provides a written notification of their determination. The necessary changes, if any, will be made to implement the reclassification, unless the employee plans to appeal the determination. The effective date of the reclassification is the date the HR-19 is delivered to BCN Human Resources, except as otherwise specified in .
- Compensation changes as a result of changes to classification are determined by .
Section 2: Appeal Process
- If the employee disagrees with the determination, it may be appealed to BCN Human Resources in writing. The appeal must be filed within 30 working days after the date of receipt of the written determination. The appeal must address the points outlined in the determination regarding the proper classification for the position, indicate the points with which the appellant disagrees, and express the reasons why they disagree. The appeal should be sent to the Associate Vice President of BCN Human Resources. The Associate Vice President will issue a decision on the appeal.
- If the employee still disagrees with the Associate Vice President's determination, the appellant or the agency affected by the determination may appeal to the State of Nevada Personnel Commission as outline in .
